Norman Musinga Returns to Traffic Police in Major Reshuffle

The Uganda Police Force has announced significant transfers and appointments, marking the return of ACP Norman Musinga to the Directorate of Traffic and Road Safety as Acting Deputy Director.

This comes after Musinga's removal from the traffic police in September 2021 during a series of deployments. A seasoned officer in the directorate, Musinga previously served as Kampala Traffic Police Commander before being transferred by then Inspector General of Police (IGP) Martins Okoth Ochola in 2021 to the role of Regional Police Commander (RPC) for the Rwenzori Sub-region.

In later reshuffles, he was redeployed as RPC for Busoga East, a position he held until this latest reassignment announced on 8 January 2025 by the IGP.

The reshuffle also featured several other notable transfers and appointments:

  • AIGP Geoffrey Musana has moved from the Directorate of Welfare, Production, and Sports to serve as the Police Attaché at the Ugandan Embassy in South Sudan.
  • SCP Moses Sakira has been transferred from South Sudan to the Directorate of Research and Planning as Deputy Director.
  • CP Ben Mubanigzi has been appointed Police Attaché to Algeria from the Directorate of Traffic and Road Safety.
  • CP Charles Ssebambulidde takes on a new role in the Directorate of Logistics and Engineering as Acting Deputy Director for Classified Stores.
  • CP Philip  Acaye has transitioned from Traffic and Road Safety to serve as Commandant of the Agriculture Police.

In its official statement, the Uganda Police Force congratulated the officers and extended best wishes as they assume their new roles.
