Leaders from Kotido District have called on residents to safeguard the hard-won peace and support efforts to drive socio-economic development across Karamoja.

The message was delivered during a community-security dialogue (baraza) held at Napumpum Sub-county headquarters, attended by security chiefs, local leaders, and hundreds of residents.

Lokii Peter Abrahams (Jie County), Margaret Achilla Aleper (Kotido Woman MP), and Ismail Lomwar (Kotido Municipality) praised joint security forces for restoring stability in the region. They urged the government to expedite the pardon and release of reformed warriors (Karacuna) still in custody.

The MPs also welcomed the government’s annual provision of Shs 400 million for water production and domestic use and encouraged responsible use of the resource. They advocated for compulsory education to nurture future leaders and stressed the importance of peaceful coexistence.

Brig Gen Wilberforce Sserunkuma, Commander of the Uganda Peoples’ Defence Forces (UPDF) 3 Infantry Division, called for unity in consolidating the region’s gains.
“We must use every tool and energy to consolidate our achievements,” Brig Gen Sserunkuma said.
He warned against rearming and pledged strict enforcement of Executive Order No. 3 of 2023, which bars armed Turkana elements from crossing into Uganda.

As part of agricultural support efforts, Brig Gen Sserunkuma donated two oxen to the Napumpum Karacuna SACCO, building on earlier donations of ox ploughs to promote farming.

Assistant Commissioner of Police (ACP) Francis Chemusto, Commandant of the Anti-Stock Theft Unit (ASTU), highlighted the role of proper livestock documentation in curbing cattle theft. He credited joint operations with reducing livestock theft, fighting illicit waragi trade, and improving public health.

ACP Chemusto encouraged the Karacuna to surrender illegal firearms under the government's amnesty programme, emphasizing opportunities for reintegration and livelihoods.

Kotido Resident District Commissioner (RDC) Charles Ichogor applauded security forces and development partners for stabilizing the district. He pledged fair access to public services, warned against illegal charcoal burning, and called for peaceful elections.

In a symbolic gesture of progress, two sub-machine guns were voluntarily surrendered by former armed individuals from Rengen Sub-county and South Division in Kotido Municipality.

The dialogue also featured the Special Presidential Assistant on Political Affairs, Caro Angolore, Karacuna mobiliser Judith Natuk, religious leaders, local officials, and security personnel.
