The Uganda Peoples’ Defence Forces (UPDF) has passed out 23 officers who completed the first locally conducted course in International Humanitarian Law (IHL) and Human Rights.

The two-week training at the UPDF Legal Training Centre in Jinja was designed to equip participants with skills to strengthen respect for human rights and adherence to humanitarian standards during military operations.

Col Simon Wankandya, Director of Legal Services – Land Force, commended the officers for embracing the course, which has traditionally been reserved for legal staff and conducted abroad.

“It is encouraging that the window has now been opened wider for all soldiers. These courses used to be conducted abroad, but with the wise leadership of UPDF, we are now able to run them here at home,” Col Wankandya said. He urged the graduates to share their knowledge with colleagues in the field, stressing that no operation can succeed without applying human rights and humanitarian principles.

Col Susan Mwanga, Commandant of the Legal Training Centre, described the inaugural intake as historic. She said the trainees were drawn from different UPDF units to ensure wider impact.

“This centre will continue conducting such courses to improve the efficiency and effectiveness of UPDF personnel in addressing the evolving challenges of military service,” Col Mwanga noted.

The course was facilitated by directing staff and guest experts from the Legal Training Centre.

Outstanding performers included Lt Davis Origye Muhumuza, who emerged Best Overall Student; 2Lt Sharon Atimango, recognized for academic excellence and gender participation; and Capt Nelson Acheda, awarded for exceptional leadership, command, and control.
