Former New Vision Journalist Joseph Kabuleta’s case file has been sent to Directorate of Public Prosecution (DPP) for sanctioning, the police have said.

Kabuleta, a journalist turned evangelist was arrested on Friday and charged with offensive communication and Cyber harassment against the person of the president, contrary to Section 25 of the Computer Misuse Act, 2011. Kabuleta has of recent published a number of articles attacking the president and his family. He is detained at the Police Special Investigations Directorate (SID) Kireka.

Addressing a weekly police briefing on Monday Police Spokesperson Fred Enanga said the investigating officers have finalized forming up a case against the veteran journalist. “The case file has Monday morning been sent to the office of the Directorate of Public Prosecution (DPP) waiting guidance on whether the facts gathered can warrant his (Kabuleta’s) production in court or be released," he said.

On when the suspect would be produced in court, the police spokesman said they are still within the 48 hour limit, provided for under the constitution for one to be detained pending investigation. “The first 24 hours will clock at 4pm today, so that means we still have up to Tuesday 4pm to clock 48 hours and thus, anything can happen in between today and tomorrow,” Enanga explained.

He refuted reports that the detainee had been denied access to his lawyers, regarding the claims as false. Enanga maintained that Kabuleta accessed his relatives and lawyers.
