Makerere University has secured Shs980 million to construct a student hostel at Buyana Stock Farm, a key research and training facility under the College of Veterinary Medicine, Animal Resources and Biosecurity (CoVAB). The Uganda People’s Defence Forces (UPDF) will undertake the construction, set to begin soon, to address the long-standing shortage of staff and student accommodation.

The announcement came during a handover ceremony on August 28, 2025, where Dr Mathias Wasswa, the long-serving Farm Manager, officially handed over toNansubuga Frances after 19 years of service. Dr Wasswa was praised for his resilience and commitment in steering the farm through resource constraints and sustaining its role in veterinary education.

The leadership change marks a pivotal moment for Buyana Stock Farm, which is undergoing a review and restructuring. On the same day, an audit led by Muteganda Amon, Chair of Makerere University’s Audit Committee, revealed major challenges, including poor infrastructure, staffing gaps, and the urgent need for reforms. These findings highlight the importance of revitalising the farm to restore its status as Uganda’s leading veterinary training institution.

The audit noted the absence of student housing, a dilapidated administration block, and run-down animal units. Other issues included poor water supply, animal welfare concerns such as disease outbreaks, weak pasture management, and no contingency plans for dry seasons. Governance challenges also persist, with most workers not formally employed by the university and rigid recruitment policies leaving key positions vacant.

The event was attended by Prof Frank Norbert Mwiine (Principal, CoVAB), Prof James Acai Okwee (Deputy Principal), Ms Nyakato Barbara (Human Resource Officer), and Prof Robert Tweyongyere (Dean, School of Veterinary Medicine and Animal Resources).

As Nansubuga Frances takes charge, stakeholders stress the need for technical expertise and a strong commitment to animal welfare. Her leadership is expected to drive infrastructure upgrades, improve governance, and refocus on research and outreach.
