KCCA ED Vows to Resolve Rent and Power Disputes Affecting Kampala Arcade Traders

Kampala Capital City Authority (KCCA) Executive Director, Hajjat Sharifah Buzeki, has pledged decisive action to resolve mounting disputes between landlords and arcade traders over high rent and electricity costs in Kampala’s commercial hubs.

Speaking during a meeting held Tuesday at Aponye Hotel, Hajjat Buzeki engaged leaders from the Federation of Uganda Traders Association (FUTA), Uganda Traders and Entrepreneurs Association (UTEA), Kampala Arcade Traders Advocacy, and representatives from 3Gs, NETA Uganda, and Tulazane Shoe Dealers.

The dialogue followed weeks of trader outcry over unapproved rent hikes, inflated power bills, and the absence of formal tenancy agreements. Traders also accused some landlords of violating the Landlord and Tenant Act, 2022, by increasing rent without giving the required two-month notice.

Edward Ntale, Chairperson of UTEA, said many traders were struggling to stay afloat due to exploitative practices.
“Some landlords hike rent abruptly and impose heavy electricity costs. In several arcades, traders who install Yaka meters to track their usage find them removed later,” Ntale said. “We need safeguards and long-term solutions.”

In her response, Hajjat Buzeki commended the traders for raising their concerns and assured them of KCCA’s full support.
“This initial engagement was to listen to your concerns before we approach landlords and relevant institutions,” she said. “KCCA will collaborate with the Ministry of Lands, Housing and Urban Development and the Ministry of Energy and Mineral Development to resolve matters regarding rent, tenancy agreements, and access to prepaid power meters.”

She emphasized that KCCA will continue engaging all stakeholders to promote transparency, fairness, and improved working conditions in the city’s commercial centers.

Other issues raised included poor waste management and the need for improved sanitation and order within trading spaces.

Hajjat Buzeki urged traders to remain united as KCCA works to create a business environment that supports growth and compliance.
“Your enterprises form the backbone of Kampala’s economy. We want to foster an environment that allows traders to prosper while ensuring landlords operate within lawful and fair boundaries,” she concluded.
