Finance Minister Henry Musasizi has allocated Shs 10.21 trillion to the security and governance sectors in the FY 2026/27 budget. Read at Kololo, the budget speech outlines major funding boosts for UPDF modernization, border security, cybersecurity infrastructure, and ongoing cattle restocking in northern and eastern Uganda.

The government has allocated Shs10.21 trillion to the security, governance, and rule of law sectors for the 2026/27 financial year to finance advanced military modernization and reinforce public safety.

The newly designated Finance Minister, Henry Musasizi, announced the strategic funding details on Thursday afternoon during his maiden national budget presentation at the Kololo Ceremonial Grounds. 

The security vote prioritizes structural capacity upgrades for the Uganda People’s Defence Forces (UPDF), the Uganda Police Force, prison services, and intelligence agencies. 

Minister Musasizi emphasized that preserving absolute peace and territorial border integrity remains the foundational prerequisite for attracting private sector investment and achieving sustained national economic stability. 

The state has placed military infrastructure and tactical training at the center of its upcoming expenditure blueprint. The multi-trillion allocation will fund ongoing counterterrorism field missions, regional peace support operations, and complete defense installations. 

Musasizi reported that construction of the new UPDF Military Headquarters in Mbuya has advanced to 70 percent completion. Concurrently, the ministry is financing more than 230 active housing units and administrative offices for the Air Force and Marines to stabilize staff welfare. The 275-bed National Referral Military Hospital in Mbuya is now fully operational, treating an average of 150 patients daily with specialized medical services including dialysis and physiotherapy.

“Peace, security, and the rule of law remain central to development, investment and national stability,” Finance Minister Henry Musasizi stated during the executive presentation.

The internal security portfolio focuses heavily on crime prevention, forensic science, and expanding digital surveillance. The treasury reported that aggressive community policing helped slash recorded crimes countrywide by 10.2 percent, dropping from 218,715 cases in 2024 to 196,405 cases in 2025. 

The upcoming budget will scale up centralized closed-circuit television (CCTV) coverage and strengthen cybersecurity protocols to safeguard critical national telecom and financial networks. Additionally, the budget framework caters to immigration logistics and citizenship processing, revealing that the National Identification and Registration Authority (NIRA) has successfully linked 34.14 million citizens with unique National Identification Numbers (NIN).

The comprehensive Shs10.21 trillion sector allocation also absorbs historical regional compensation programs and recent statutory transitions. 

The state will continue its multi-district cattle restocking exercise across the Acholi, Lango, and Teso sub-regions to restore agricultural wealth. The program targets 16,000 households with direct Shs 5 million grants to purchase high-breed livestock, with 2,001 households fully compensated so far. 

Musasizi concluded by noting that the security vote successfully covered the Shs 1.697 trillion resource package required to manage the recently concluded national general elections, allowing the state to maintain a transparent, orderly transition into the new legislative term.
